Going back to the OP and there is a difference between brews 1 and 2. The problematic 2nd brew, a simple grist of pale and crystal is a classic British ale recipe and should yield a good head. However, crystal has been shown to be foam negative (check out Charlie Bamfords YouTube lectures), so it appears the foam stability is very low to be upset by what is probably a small crystal addition. One solution is to add something that is foam positive to counteract this, say flaked Barley. However, this is not always the answer, as this was already done in the form of adding extra hops, isohumulone is also foam positive, and it did not redress the issue.
