I think that the problem with this request is that now IPA probably means an American style hoppy IPA and you can only get this with heavy late and dry hopping.
No kit beer without loads of dry hops can do this, so you go down the route of a kit with these - they are topical on the Kit Review part of the Forum. Or get yourself some hop pellets like Cascade etc and add some in a hop tea after a few days ferment and dry hop some more (maybe the rest!). You can add them to just about any bitter kit, but maybe a 2 can kit that is quite pale would suit.
In my experience, the Coppers English bitter or Wilko Golden Ale are candidates for a load of hopping, but like I say, you can bang the hops in just about any ale kit.
