Topping up advice please

I put 3 gallons of Elderflower in DJs 3 weeks ago, all about an inch from the neck. I've just racked one batch as there was a considerable amount of sediment at the bottom and the level is now approx 2" from the neck.

Query ... should I top this up? If so, what with? I worry that topping up with water will 'water down' the wine and that if I top up with a commercial wine it will change the delicate elderflower flavour I'm hoping for.

It has a SG of 99. Is that too dry for Elderflower?

This is my first batch so trying my best to get it right.
