I have brewlabs original yeast slants (Yorkshire 1) which has been kept in the fridge but it was created on the 10/04/11 so is now 7 months old.

Will it be ok to make a normal starter ?

or not risk a it and bin it ?

Their web site states they are stable for 6 months in a fridge. Personally I would make a starter and see how it goes, might take a bit longer to get going but if it does and smells ok then I would use it.
 
I had some slants in the fridge, they were starting to go a little brownish colour, i had some spare slants so transfered some and it has took to it like no tomorrow, 7 months sounds ok to me, just make a starter a little bigger and expect it to take 24 hours to get going. :)
