Best lager yeast

Depends what you mean by 'best'. First question is, have you the ability to cold ferment? If not W-34/70 would be your best bet as you can get good results with it fermented at ale temps

Cold ferment as in a shed or garage ?

If so yes
 
It doesnt matter where but the temp would be about 10C-12C for a 'proper' lager cold ferment. You also need to maintain constant temp rather than large temp fluctuations as this stresses the yeast and leads to off flavour, which is the last thing you want in a lager as you want it as clean as possible
 
I switched to using dry yeast for my brewing several years ago and agree with RLGMIlson that S-34/70 is a real good choice, especially for pilsner. If you can find it S-189 is excellent for bock and marzen type beers.
