when to add hops..?

Hello all
Hopefully if my JB ipa finally finishes in the next few days I'll have a free fv..in which just plan to do my first partial mash based roughly on a us pale using maris otter a bit of crystal and some malt extract.
I have some citra,cascade and centennial and us 05 s04 and gervin yeast.
Now my question is...when to add the hops during the boil..i know there's the 60 minute /start addition for bittering but then it changes when reading up....15 minutes, 10 minutes, flame out....
What's a general starting point please?
I want a nice crisp well hopped beer!

i did a cascade and citra ipa with a 20 min boil and it was the best beer to date iv made. the later the hops the more flavour and for a flame out i just take it off the heat ad hops and leave for 20 mins then cool
 
depends what you want from the hops ? boil temps will extract bittering flavours and will continue to do so the longer the hops are exposed to the boil, so additions made 20, 15,10 minutes before the end will still impart some bittering qualities, and less aroma as a consequence.
while hops added @ flameout or later will impart more aroma qualities.

heat will accelerate the flavour transfer of aroma qualities but you can still steep hops at the end pf primary fermentation for a few days upto a week too.
