I had a packet of white labs 830 liquid yeast but was not able to brew on time. I have now decided to make a starter has the best by date on packet is Nov 18th. I decided to make a 1lt starter and then store it once fermented until i come back from my holidays. It has been on my stir plate for 24hours at 20C but no sign of any action. Have i left it too long to use?

Did you keep it in the fridge? Perhaps it is fermenting but slowly and you aren't noticing it. I'd leave it on the stir plate another 24h then take a hydrometer reading of the spent wort. If it has dropped then I'd cold crash it, decant the spent stuff and put more starter wort in there. Hopefully there will be enough yeast the second time round to grow well.
