you add it before adding your yeast, as far as im aware it speeds up the fermentation process and gets the yeast working a tad faster, im no expert, Im sure someone will be around shortly to give a better explanation.
 
Yeast nutrients do several things depending on what the nutrient is.
they
1 provide food for the yeast
2 help make the yeast cells stronger by thickening the cell walls, this in turn can give you cleaner less funky beers.
3 help keep the yeast cells healthy so they carry on fermenting until all the usable sugars are used up
4 help the yeast deal with stressful environments

there are many other benefits therefore its advisable to add nutrients, you will never get all the required nutrients out of the grain, you get most but not all.

Can you add Yeast Nutrient once the fermentation has got under way?

yes you can but its better supplied when the yeast realy needs it which is when it is just starting out.

if you are thinking of using it to booster a dieing yeast you are better off trying this meathod.

pull a half litre off and reload the yeast in this way there is a lot of yeast and a small quanity of beer for it to work on and then keep retopping up from the old barrel untill the yeast as it grows has a larger and larger amount to work on, very similar to a stuck ferment restart realy
