Those look like bubbles to me, reckon it's still fermenting - no problems there, just give it a bit longer.
Yeah just to add to what Darrell said that looks perfectly normal to me just bubbles.
Nothing wrong with those bubbles. It's been a long time since I did the Wherry kit but as I recall mine stuck at 1.020 and with some persuasion (yeast nutrient, rousing with a stir) it eventually finished at 1.014. Seem to remember it needed a month to condition properly as well.
