I've got some apa conditioning in a pressure barrel. I've had a little sample and it wasn't that carbonated. I thought I'd add some co2 to help the process. The valve started hissing and gas was escaping through a small hole on the side of the valve. Am I right in thinking this is a pressure relief valve or is my pb leaking? Did I add too much pressure or is there a problem.

Add CO2 in short bursts, and wait for it to be absorbed to beer before adding more. If you add too much too quickly you may well end up with the co2 escaping through the pressure relief valve and not much getting into beer. I pressurised my barrel (It was filled with Coca cola at the time, but the principle is the same) by lying it on its side and loading the co2 in short bursts. That way the Co2 went in via the liquid speeding up the process of carbonisation..
