fwiw for 12v dc pump control the off the shelf 2 to 3A 0-18V tattoo gun power supply units for circa £10 are a nice and easy solution providing an easy dial up/down speed control with voltage output indicator, needing only a minor mod to make the footswitch control redundant, and a 1/4" mono jack plug fitting onto you pumps power supply lead. .
blutack a pc case fan on top and it doubles up as a stirplate psu too ;)

you can source 2 output types too but they are mutually exclusive supplies so you cant run 2 pumps concurrently from a single device, but can switch between 2 x pumps without exchanging power plugs..
 
Sorry I noticed I didn't label the start/stop as your switch on your panel door.

Should be straight forward to follow though.

It's a link (no fuse in a carrier) on the -ive. But if you have a link in there and a fuse on the +ive means you can easily isolate the supply to the pump.

I guess that would be "optional" to have the -I've link but for completeness I've shown it.
