Have done a number of brews and usually do 19 or 23 litre ones.

Looking at doing a smaller brew, possibly 10 or 12 litres. Presume scale down ingredients on a pro rata basis?

Also wondering about mash & boil times - how much if any should this be scaled down?

Ive done all size ag brews from 23ltrs down to 10 as far as i no the mash and boil time are the same

Yes still need to mash and boil the same. You just scale recipes in proportion.
