I made a starter last night and according to MrMalty I needed 2l. So, I measured out 2l of water and added 200g of DME which left me with an awful lot more than 2l. Obviously there would have been some boil off but nowhere near enough to bring me down to 2l and my flask was going to overflow so I had to pour some out.

Should I be adding the DME and then topping up to 2l?

From reading your comment. Id say yes. 2Ltr im guessing is the total amount.not 2ltrs of water plus what ever you add to it.

In theory yes, the starter volume is inclusive of the DME so add enough water to bring the volume to 2L. However if you use the Braukaiser formula then the actual volume doesn't really matter because the yeast growth is determined by the number of cells per gram of extract used. In other words if you use 200g of DME then it doesn't really make any difference if you used 1.5L of water or 4L of water.
