I suppose one way of looking at it is to think about the virtues of participation. Cycling is 100% a brilliant means to get around, and more does need to be done to make it safer and more accessible for everyone.
Once we have that tucked away as a reasonable objective, we can look at participation rates from different groups within society, to help understand why some sections aren't buying in. That doesn't seem unreasonable to me.
Then we're into analysis and venn diagram territory, some of which might lead us to conclude that some sections of society don't access a virtuous utility, service, system or opportunity for specific reasons - some of which it might be easy to try and do something about.
The virtuous purpose is there throughout, like Blackpool through a stick of rock. So what's the beef with inclusive cycling? Are people bothered about disabled cyclists, elderly cyclists?
Just the black ones then?
