Unless maybe they only just passed there test I would hope all drivers are comfortable at driving 70 but it's not an issue on motorways as you can overtake easily it's much more an issue of driving in the correct lane.
As i said earlier if you do not drive to the conditions in your driving test you fail it if a driver is not confident enough to drive at 70 (conditions allowing) on a motorway they shouldn't be driving.

Sorry to hear about you being stopped, yes it is discretionary, urban streets are probably afforded less leeway than motorways due to the presence of pedestrians. I've not had a speeding ticket since 2.000, possibly as much by luck as judgement. I would still argue that an arbitrary speed limit is less important than an appropriate speed based upon a reasoned judgement of weather conditions, visibility, traffic levels, familiarity, vehicle capabilities and presence of police / camera.I think that rule of 10% plus 3 is not the law but a guide line that some police forces apply but the law is they can still prosecute for going over the speed limit how do I know this I have just been done for doing 35 in a 30 which according to the guidelines I should have been allowed to do 36 and on the speed awareness course I had to attend they will tell you it is at the discretion of the police force, some are more lenient than others I believe

Only if it was part of the test. I assume most of our members are of an age when driving on the motorway wasn't part of the test.
