Unless maybe they only just passed there test I would hope all drivers are comfortable at driving 70 but it's not an issue on motorways as you can overtake easily it's much more an issue of driving in the correct lane.
 
As i said earlier if you do not drive to the conditions in your driving test you fail it if a driver is not confident enough to drive at 70 (conditions allowing) on a motorway they shouldn't be driving.

Only if it was part of the test. I assume most of our members are of an age when driving on the motorway wasn't part of the test.

Also everytime someone says 60mph you day they will fail their test, you should be pointing out to anyone saying over 70mph that they are breaking the law.
 
I think that rule of 10% plus 3 is not the law but a guide line that some police forces apply but the law is they can still prosecute for going over the speed limit how do I know this I have just been done for doing 35 in a 30 which according to the guidelines I should have been allowed to do 36 and on the speed awareness course I had to attend they will tell you it is at the discretion of the police force, some are more lenient than others I believe
Sorry to hear about you being stopped, yes it is discretionary, urban streets are probably afforded less leeway than motorways due to the presence of pedestrians. I've not had a speeding ticket since 2.000, possibly as much by luck as judgement. I would still argue that an arbitrary speed limit is less important than an appropriate speed based upon a reasoned judgement of weather conditions, visibility, traffic levels, familiarity, vehicle capabilities and presence of police / camera.
 
Regarding "driving to the conditions" during a test, I would take that to mean there is some range if the maximum is 70mph?

In the UK, do you have a minimum, legal speed limit for the expressway? Here in Michigan, it's 45mph.

Here in the US, there is no rule of thumb of 10% plus 3. I like the idea but here you could be driving perfectly but if you're over by 1 mph, you could get a ticket.
Generally, the police will pull over the biggest offender (fastest car) so you're okay if you're not that person.

I didn't mean doing 70 on a motorway was part of the test (and it wasnt when i did mine) driving the correct speed for the conditions was so if you drove round the test circuit 10 mph slower than the limit and there wasn't a good reason you failed.
 
We all know you love playing the forum pedant but everyone else here knows you are not legally allowed to do 70 when towing a caravan and the thread was not about vehicles NOT legally allowed to do 70.
