Adding Orange peel to a brew.

I made a superb chocolate stout last year with many compliments. I was asked had I ever added other ingredients such as orange peel.
I have all the ingredients at hand to brew another Stout with the addition of a packet of dried orange peel. Would I add the peel to the boil or would it be better to add them during the fermentation? I do believe these are very orangy and do add a nice taste to the beer.
 
Last ten minutes of the boil for the dry peel, it gives an Orange Liquor type of flavour. Or, steep in hot water for 10 minutes and add to secondary.
 
Or, soak for half an hour in some vodka (sanitation purposes) and add the lot to secondary. In the boil means you gonna lose aroma etc.
