Fermentation Stuck/Stopped

Hi Everyone, I'm making a BrewFerm Wheat Trippel at the moment, the airlock stopped bubbling around 10 days ago, but the gravity is only down to 1017. I've made checks around 5 days apart, same figure. It should be down around 1010.

I've given the carboy a gentle swirl, and also inserted an immersion heater (on a time switch) to bring the temp up a bit, as the minimum temp for yeast is indicated at 18, and my temperature gauge is showing around 16c for the past few days.

My question is... if it doesn't come back to life, is it worth pitching a little more yeast into the wort? I'm worried that when I originally pitched the yeast that the wort may have been a little too warm, and perhaps enough yeast didn't survive to complete the fermentation.

Any other ideas to try to get the gravity down? Thanks!
