Attempting an extract brew today but having trouble understanding instructions maybe I'm over thinking but am I correct in saying start boiling add 15g hops in 15 min another 15g and after 60 min boiling last 15 g hops plus I keep the wort actually bubbling/ boiling hot

It means you add your hops at the start of your 60 min boil, 15g with 15 mins left, and 15g at flameout which equates to 0 mins left of the boil.

Lots of thoughts on when is the primary time for dry hopping, I usually do for 3-5 days before bottling myself.
 
Your instructions are poorly written if you are new to the process.
However it is all there.
I suggest you first steep the grain in 500-750ml of water at about 75*C then filter off the liquor and add to the main wort you are preparing. I would also wash (sparge) the grain with a further 500-750ml of water at about 75 *C to extract the residual sugars. When you dissolve the LME to make up the wort before the boil make sure it is off the heat as you introduce the LME or it may stick to the bottom of your pot and possibly burn.
Personally I would not make it up to 13 litres I would make up say 12 litres and boil on that quantity. If you don't lose the 1.5 litres of water in the boil you could end up with more wort at the end and your ABV will be down.
Finally when you have achieved a steady rolling boil (which you keep during the boil period) you then add the 60 min hops and the boil cycle starts with additions of the other hops (at 15 mins to go ) and protofloc (at 10 mins to go) along the way. At the end of the boil add the final 'heat off/flame out' /0 min hops, remove from the heat and place your pot in your sink of cold water. You will probably need a few sinks of water to get down to about 20-24*C.
Finally be aware that you will have to filter out the hops from the wort before you add it to the FV unless you use hop bags like I do.
