One of my favorite brews is a 19th century export pale ale aka Truman 1883

For your purposes I'd do the following...
23L Batch
90 minute boil
6000g Pale Ale Malt
50g Appolo @ 90 minutes
100g Saaz @ 15 Minutes

Do you have any Vienna malt? Vienna makes everything better.
Use the Muntons, with 25% Vienna.
I'd be tempted to use 35g of Apollo at 60 mins, 15g at 10 mins, 15g Saaz at 10 mins, 35g Saaz at 0 mins. 50g Saaz dry hop.
Not saying it will work, but that's what I'd do
