I am looking to brew a Peanut Butter Stout - aiming to brew a standard Milk Stout adding PB Powder at time of bottle priming. Usually I make about 18 to 20L - any steer on how much powder to add?

Don't add it at bottling. I've never used it but I gather it's difficult to get it to dissolve. Most who use pb2 add it to the boil or to the FV post fermentation let the beer infuse with the powder, then rack off the pb2 and package.

If you want to add something at bottling you should go with the PB flavour extracts. Very easy to use as you can dose to taste. I've used the lorann oils version and it gave decent results (if a bit one dimensional).
 
What's your recipe?
I read on a different forum that you can get a nice peanut buttery flavor by taking 5% of your brain bill ( maris otter) and bake it at 350f for 15 minutes.

I hope somebody works this out because I did one batch and it tasted like parrafin. I added more peanut powder to the secondary because there wasn't enough flavour. I've still got two tubs and am not planning on using it again until there are guidelines.

I was going to add to my priming sugar that I boil in order to dissolve - I suppose I could add first amount in boil and top up when bottling if necessary. Any idea on the amount?
 
I could be wrong but I really don't think adding the PB powder to the priming sugar will work. I don't think it'll mix in completely and you'll end up with a lot of sediment in the bottles which will cause gushing on opening.

If you're keen on using the PB powder I'd be inclined to add it at near or at flameout. I'd take you jar of PB powder and and it to some of wort in a mixing bowl, give it a good whisk then add it to the boil kettle. I'd also pick up some PB extract and you can add it to taste at bottling if you feel it needs more peanut butter oomph.
