Nah it'll be fine. Just give it a full 3 weeks in primary to make sure all the sugar has been discovered and converted; because using your hydrometer won't be able to tell you due to the sugar not being dissolved properly. Obviously you won't know exactly how strong it is now. Otherwise - just...
I always add the sugar/fermentables to the boiling water and mix that up thoroughly before adding the malt. The malt cools down the mix and makes it harder to dissolve the sugars etc. Then I add water 2l at a time (use bottled water - 17p a bottle at Tesco etc) and stir/agitate it thoroughly...

I didn't get round to counting yeast cells, but I can say this was a tremendous success! Easily the best beer I've brewed, absolutely lovely, creamy, no hint of the ABV at all. Could not be any happier with it. How's yours?
Thanks, that makes sense now. Have you brewed with Jaggery or just eaten it? It's really nice to bite a chunk from the block! The sickly smell is going away by the day and leaving behind a "creamy" aroma. Which is nice!
This kit gets right down to 1004 in my experience - so you will be at 7.5% with priming sugar anyway. Probably best to leave it be. Of all the kits to over-water you picked the best one. All is far from lost :)
I think everybody has missed the point here. You say you "added 20l" - I take it you mean you've added this amount of water to the kit contents?
When it says to top up to 23l that includes the wort - it doesn't mean to add 23l of water ontop of the kit contents.
So yesterday I kicked off a Wilko stout with;
520g Jaggery, 880g golden syrup, 420g treacle.
