    Sure it's the element? Could be the fuse. I had the same urn back in Oz and I opened up the bottom and bypassed the fuse so I could get a vigorous boil going. Now I'm not recommending this in any shape or form but it is something I did (at my own risk) that helped navigate a similar issue.

    I've always taped it to the FV thinking that the closer to the beer it is the better, as the beer temperature is more important than the air temperature. My thoughts anyway.

    OK, first off (if your gravities are correct) I'd say your OG is very low for an IPA, very low. Second off your beer is done, with a FG so close to water (1.000). I think your mash/boil was a fair bit off as these values are very low for any beer really. Might need to look/revise your brew...
