I have followed the instructions on this kit and after 3 weeks at the correct temp my hydrometer read 1030 where instructions say it should be at 978,

I'm guessing the fermentation failed, the mix still looks like a water & sugar mix, would I be ok adding wine yeast or is it possible to get spirits yeast somewhere?

    Is it still bubbling?

What temperature has it been sitting at?

I think wine yeast is only good for 15-18%

15-18% would be better than pouring it down the sink though :)

It could be the yeast as Simon says. Try pitching another yeast but it needs to be one that will tolerate high alcohol levels.
