Please remind me, what's the teaspoon of sugar to litres rate for priming bottles?

do i need to sanitise the sugar in boiling water or can i get away with just dropping it in and mixing it.

I always boil or add boiling water to reduce the bioload

Here is a good online calculator. Read instructions carefully regarding setting units to litres (use L) and centigrade (use C).
