I have a Young's 5 gallon barrel and the neck is too narrow to get anything in it to clean it.

Is Miltons solution ok to use to clean the gunk off?

Give it an overnight soak in either a weak bleach solution(reccomended) or with oxy clean from poundland,the advantage to bleach is a quick swill out and its good to go for adding your fermented beer
I should add a weak bleach solution is fine for plastic barrels but not anything stainless steel like cornies
 
Fairly sure that Milton is a steriliser not a cleaner. Use a bleaching agent, a lot of us use oxidising bleach, let it steep until clean (agitate stubborn bits with a bottle brush or similar ) and then rinse it out throughly, then you can sterilise/sanitise.
 
Soaked the barrel overnight in milton solution. All good this morning!!
Barrel ready to receive my batch of St Peters Honey Porter at the weekend:thumb:
