Hi I'm doing my first extract brew this Saturday and the place where I plan to ferment( cupboard under the stairs) I've been monitoring the temperature and lowest it's gone has been 18.5 and it sits around 20.5 is this hot enough???????

Any tips other than a brew belt as no power near !!!??

I'd say that should do it, my house gets a little cold so I eventually bought a little aquarium heater which helps and is a lot cheaper than the specialist brewing heaters. Before I used that though I just wrapped it in blankets and hoped for the best. I am not allowed to use the airing cupboard as apparently drying clothes is more important then brewing beer!!!!

I now brew in the spare room/office where I find the temperature is a little more stable than under the stairs. My under the stairs cupboard is against an outside wall and gets a little too cold at night
 
It depends what yeast you use, some are more fussy and/or need different temps but for a standard ale yeast I think your fine.
