Fermentation finishing too early?

I'm making a Coopers european lager kit, with brew enhancer 1 and Muntons extra light DME 500g, using 2 packets of saflager s-23 pitched at 13°C.

Brewersfriend put the OG at 1.046 which was spot on with hydrometer and ispindel (although on the spindel sg increased to 1.048 over the first 6 hours?)

Target FG should be 1.008 but it seems like it's going to level off at around 1.021. I was planning on raising the temp for a diacetyl rest at 1.013ish but it doesn't look like it's going to get that low.

I haven't taken anymore manual readings but the iSpindel has been fully calibrated and measures accurately to my hydrometer.

Do I just leave it and hope it continues to drop, or is there something I should be doing in this situation?
 
I would definitely take a manual reading. Ispindel readings can be off as things get stuck to them during fermentation.
