Five Star 5.2pH Stabilizer

Does anyone use this? It looks good but there don't seem to be any instructions about how to combine with the usual water treatment. So do I treat the water normally and add this stuff too or do I use this and then treat the water before fermentation? As I see it altering the mash for greater efficiency is one thing but the pH is also important for the finished product.
