A friend just gave me a few vacuum sealed backs of hops but they are from 2011 - 2013 harvests. They have been sealed since purchased, not opened, I don't tyhink stored in the freezer.

I'd imagine the AA% is lower than what it says on the packet by now, but will this affect the flavour of the hops?

You would expect so but just use them and find out maybe have some other hops to dry hop if it is not as flavoursome

I've got some of about that vintage. Those is thick foil tend to be ok for flavour hops. Wouldn't even bother using them for bittering. I had some in thick transparent plastic vacuum packs, they went all yellow and dusty- didn't even bother opening them. Cut one open and smell it- you'll know if it's good. Then straight in the freezer with it until you're ready to use it.
