HI All

will the mash be unbalanced if my base malt (maris otter) is at 30.6% and flaked barley at 13.9%?

I will be adding 908g of LME t the boil so will I still get good effiencey and conversion through the mash if I don't up the base malt?
 
Apparently Brewers Friend has a diastatic calculator somewhere. However looking at your grain ratios my guess is you will be OK.
Personally I would not bother adding LME to the the boil it contributes little.

So I'll leave the lme till the end of the boil and and top of with water
This will save time cooling the wort in the sink
