According to Wikipedia:
Heil Honey I'm Home! is a British sitcom, written by Geoff Atkinson and produced in 1990, which was cancelled after one episode. It centres on fictionalised versions of Adolf Hitler and Eva Braun, who live next door to a Jewish couple. It caused controversy when broadcast and has been called "perhaps the world's most tasteless situation comedy"

Any suggestions for other ideas for TV shows that never made it beyond the planning stage?

A couple to get started:

Björn in the USA: Tennis star Björn Borg tours America looking at tennis provision in each state.

Do It Yussef: home improvement for Muslims.

Animals in Hospital. ..hosted by Rolf Harris where he interviews and paints pictures of various weirdos who are banged up but spending time in prison hospital having had a good hiding.
 
All Of the Summer Wine....a show where the host,lovable TV pisspot Keith "Cheggers " Chegwin, visits various show biz celebrities who enjoy a drink or 10 and gets hammered with them and sees what happens...
