It should be fine as long as the yeast is still ok. If it starts fermenting then pretty much nothing to worry about. And you could always add new yeast if it doesn't start. It's not like it's years out of date so I'm sure it will be ok

I think it could be time to experiment. Never done this but my suggestion would be to add them to last 5 min of boil. Alternative would be to add them to secondary for a few days but you would have to boil them first to avoid infection. I suppose quantity would be the hard part to work out...

Coopers stout brewed with DME makes a great stout. Be carefull though it goes crazy and can overspill your fv. I've also done it with half sugar and half DME and it still really good with less foam to pop the lid off your fv
What temperature was the water you used to test your hydrometer? Most are calibrated for 20C. If you look at your hydrometer it will tell you the temperature. If the water you used wasn't the correct temp then check it again. This will give you a better idea of the accuracy of your hydrometer
You can make a syrup but it's hard to get the correct dose into each bottle. If you are adding sugar to the bottle add it before you fill with beer otherwise it will bubble up out of the top of the bottle
