It's suggested is 5.6%, what do you reckon it might come out at pls?

Hello. I've just made a kit. I put 3 litres of boiling water in to dissolve everything needed. I then added 20 litres of water which made it 23 litres in total, instead of just filling to the 23 litre mark. Will this effect the beer drastically?? Pls and thanks.
