Brew issue with Cooper's dark ale

Last week I made 23l of Cooper's dark ale. Mixed with 500g dark Spray malt and 500g of sugar. Perhaps got a little cold to start at 16c but soon warmed up to consistent 18c room temperature....
I sprinkled yeast on top and sealed in new container. Nothing happened for days ...so I figured yeast was no good...so bought some more..
Added yeast and after a few minutes it started bubbling away like crazy! Like a jet engine for a minute or two...
Then it stopped again and nothing since...
It's been over a week now and it's still looks a bit cloudy...still no signs of fermentation on top and although tastes like it's done a bit..it doesn't look like it's doing anything now?
Any ideas what's going on?
How to fix it?

No I haven't got the tool yet...never needed before...
You need it now and they're only a few quid. And it's always good to know the gravity when you bottle to avoid possible problems. If you bottle.
