Force carbonating in Minikeg

Just got my partystar deluxe tap on friday, and got fired into a keg thats been patiently waiting since I broke the crappy flimsy plastic tap and been having some issues.
The beer comes out ridiculously slowly and I'm pretty convinced its cos of the quantity of sediment in the bottom of the keg (on first keg, beer came out clearer. with this one, if you give it a wee shake or tap on the bottom you get a brief faster burst of beer. First pint came out perfectly.)
I'm wondering whether its possible to force carbonate with 16gm bulbs if I filter the beer and not prime to avoid sediment build up?
 
I think it most likely won't be sediment blocking it, you are adding gas to replace the liquid your pouring out?
