in line flow controllers

I'm a bit of a newby to using corny kegs, but have read a fair amount about flow control issues leading to excess frothing etc. I've seen flow controllers on ebay, but they all state they are 3/16th in and 5/16th out. I have 3/16th beer line which is fine, but what about the 5/16th out? There is no 5/16th line that I can find? I'm sure I'm being as thick as a big thick thing here, but how doe I use / fit these things? :wha:

never tried them myself, i have a large run of line upto my pump :)

That is plan B if I can't find out how these things work / connect :D

(still can't understand why all the ones I see are quoted as 5/16 out when you can't get beer line that size) :wha:
