Instead of using dexterous I have used 1.25KG of Muntons Beer Enhancer. It is a mix of Dexterous and DME. I added slightly more than the usual 1KG to get a slightly higher ABV. It's originally 4%

Gravity reading is 1.044

It has come with some additional hop pellets. "Nut Brown Hops". It says to add these on the 7th day of fermentation but my worry about adding them is how to make sure they don't transfer into my keg since if something is too hoppy I don't like it. Any suggestions?

Also how much sugar would you guys recommend I add when I keg it? It's 23 litres.
 
Add the hop pellets after the initial fermentation, which will be 3 or 4 days max at these temperatures. Don't worry about "too much hopping", as there is no additional bittering added at this stage, only aroma / flavouring and I would guess it is the bitter taste you will object to.

There is really no such thing as an over hopped kit.

Someone tell me otherwise, for a dare!
 
My main issue then would be trying to stop any of the hops floating at the top getting into my pressure barrel. I want to get as much of the liquid in there as possible. Also since I should hop at max 3 or 4 days at these temperatures does that mean I should transfer it to my pressure barrel sooner too? I usually do it after 14 days and at the moment my thermometer is saying the brew is at 25 degrees.

I would leave the beer in the FV for 2 weeks just the same. Off flavours and the like usually come about from high initial fermentation temperatures and the by-products you don't want are broken down to ethanol, co2 and water by the yeasts over time, so don't keg sooner is my advice.

Floating hops are not a real problem, given that they are pelletised and will sink readily and never cause any blockage at any point.

If you have a second FV, you could rack to that for a couple of days before kegging
