One method of extract brewing is to boil malt extract and hops in a small volume of water, say 3gals., and then top up to 5gals. with water after cooling. If You were to boil in 6 gals. and use twice the amount of extract and hops, does this mean you could get 2 x 5gal. batches? Or does it not work like that.

Yes it works exactly like that although ideally the closer your boil size is to your final batch size the better hop utilisation you get. Just use a little extra hops if your boil size is small...
