Getting wort chilled for lager

Afternoon all just finished my first lager brew using the grainfather. The only part I struggled with was getting the wort down to 12c the pitching temp for the yeast with the counterflow chiller

It just stuck at 20c any suggestions ?
 
It's the best solution for a non-optimum situation.
I use just a regular wort chiller. Ground water temps aren't great in the summer. I've been toying with the idea of getting a second chiller.
Water tap to wort chiller in ice bath to wort chiller in the hot wort.
