I had an issue with my hydrometer which in water reads 1.004 not 1.000 which it should. A good idea is to test your hydrometer in the sample tube which you use.You can check on here re adding sugar, from memory 25g of sugar in a litre of water at 20C should be 1015.And 95g is 1.035.
If your hydrometer is out you can adjust your readings accordingly.Best to know.
