slight vinegar smell

Did a brewday to get a mate into brewing, brewed up a kit, when it had finished racked it off as I normally do.

Couldnt get him around to bottle it for a while, so it sat in the tub for 4 months. now, bottled it and it smelt a bit vinegary, tastes ok. In the bottle there is a white layer sitting on top of the liquid.

what is this? breaks up when you jiggle the bottle, but then re-forms at the top.

If everything was super clean, and it was under airlock it should be fine, but if not I would be thinking it may have got an infection in that time.
 
aye well I had to re-start the brew again because it finished at 1.018 as a lager, still sweet, so I sprinkled a new yeast on and it started again and finished at 1.008, but the lid had been off a few times. all in all I think the worst brew Ive made!
 
Well, I bottled it, added the sugar! And now I have beer-vinegar! Stinks, down the drain it goes!
