My brewing is done in the kitchen, it's small but has the most stable temp & is prob the warmest room in our cold house. We have a loft but I wouldn't entertain going up there.
Maturing is done in our (my) brick shed. Even in summer I can pick up a beer & drink it without needing to chill it. Lucky boy.

You are going to struggle with temp control.
Insulation will keep it cool in summer as well as warm in winter but you'll need to get it right. Foil backed foam boards (celotex etc) are best but current regs require 90mm which would cost a fortune! 25mm is the thinnest available but still fairly expensive. Polystyrene boards are highly flammable!! Depending on the roof felt type, you can either cut the boards between the rafters or pin underneath, both leaving an air gap. I could go on! :oops:
