A Barrel with two taps

Hi guys.
I've been brewing from beer kits for many years and sometimes I get equipment given to me. In the past I've been given some old king keg pressure barrels that after a little restoration have worked perfectly.

However yesterday someone gave me a barrel I've never seen before. It's got two taps! I'm thinking of just using the bottom tap but should I be thinking of using both?

Does the top one have the float latstock thing attached? Looks like a pig.
 
I love it! At least theres no fighting over who's pouring the beer at a BBQ!

This must have a simple explanation... Not one that i can think of though.

I'm getting some pineapple cider ready for it in about a week.
I've searched on Google images for a barrel like this but with no joy.
I'll let you know what tap I end up using.
