Indeed it is an interesting article.

My take on the German "purity laws" on beer making has always been from a slightly different perspective. I suggest the motivation may be something like:

"Barley makes pretty awful bread, compared to wheat and rye. So, if the ruffian, profligate proletariat insist on making beer, then restrict the ingredients so that at the very least, they cannot turn their children's bread into beer."

Something like that, anyway.
