For me a traditional English IPA must be dry hopped or it is not an IPA. The whole idea of dry hopping was invented to help keep the beer good on the long journey to India.
Of course they weren't using the massively fragrant modern hops but it would have been a very aromatic flowery beer none the less.
Interestingly the first recorded use of dry hopping was when a ship to India was shipwrecked and the castaways survived by chewing on the hops from the beer barrels.
