I noticed that fermintis have a low attenuation yeast (LA-01) which is only available in 500g packs. I emailed them asking fif they were intending to issue it in smaller (11g) packs for home-brewers. Here is the reply, which I think is useful and hope you do too.

At the moment we have no plans to sell LA-01 to home brewers. This product is designed for beers of 0.5% and below and the finished product would require pasteurisation in order to ensure microbial stability.

However, it’s completely possible to brew beers between 2-2.5% with normal brewing yeast. I would recommend that you mash at a high temperature to ensure there is the least amount of fermentable sugar in the wort. It would also help use a maltotriose negative yeast such as S-33, however this is not completely necessary.
