Looking a several lager clone recipes they call for rice hulls. I'm going biab and I thought you only needed hills to prevent stuck mashes so should I skip them?

That's what I thought they were for. Done about 50 AG now, no stuck mashes, think I would just leave em out. The Malt miller sells somthing similar, oat hulls?

I thought they were to give that lightness that some American light beers have. Like bud lite and suck like. I've used them twice, one was a complete disaster (my fault, thermometer broke) and on my last larger. Not sure if it adds anything tho.

That's flaked rice, a different thing - it is common in lagers as is flaked maize to improve flavour, clarity etc... Rice hulls or more common oat hulls don't add to the wort just help run off.
