Keeping your head down as you pass a nutter (crazy person or criminal?) is advised? I wouldn't stare at one or anyone as I was passing them but that would seem to put a person at a disadvantage if they're accosted or assaulted.

It disappeared when people started to feed their dogs properly instead of giving them the scrapings from our plates.
