Can A starter double the yeast cell count?

Made up a starter for the 'MYO Irish Stout kit 40 x 500 Ml' (The Range) by dissolving 200Mg Muntons dark DME into 2 litres of boiling water .When cooled to 62F, sprinkled in the yeast (7 grams ? that came with the kit),capped the jug with aluminium foil and stir plated the mix for 12 hours ,…….all looks good,
The question is .will the 2 litre finished starter be enough to ferment the original plus another identical kit that is well past BBE date.?
In other words have I doubled the yeast count by creating a starter?
Would appreciate an early answer as we have no local home brew shops anymore so if I need extra yeast it will have to be online ordered.
