I'm leaving my nelsons revenge in the FV untill the gravity stalls hopefully at about 1.014 ish, then adding it to the barrel with some suger/dex for a second ferment, if all the yeast is spent (because the fermentation has stopped) what will happen to the suger?
 
you still have yeast in suspension when you rack the beer off into the barrel you will prime with sugar and the yeast will then start a scondary fermentation giving you the head
 
The yeast is spent because it has run out of fermentable sugar - think of it as going to sleep as there is nothing left to eat.

Then when you transfer it and give it a little more food, it wakes up and eats that, this is what gives you your carbonation because you are trapping the c02 it gives off in a sealed vessel, it absorbs it rather that it bubbling out of an airlock.
